You do not need the actual divorce decree.

The form required for obtaining a marriage license will either ask if you have ever been married, if that is the case you will need to supply the information of where and when the final divorce decree was issued.

Persons filing an application for a marriage license are presumed to be under oath and must answer all questions truthfully or risk a perjury charge.
