No. Do not prime any wood if you are going to stain it. Stains penetrate wood fibers, while primer and paint remain on the surface of the wood. If you put a primer on first, it will cover the grain and the stain won't work.

No. Stain your wood first, and then go over it with polyurethane. The first coat of polyurethane will feel rough and bumpy after it dries, so go over it with a very fine sand paper (it's usually black in color and very fine to the touch) so that it's smooth, then put another coat of the polyurethane on and wait for that to dry. After that, it should be good. [:

No. Most stains are "transparent" or "semi-transparent" which is designed to allow the grain of the wood to show through. so a primer coat would be counter-productive.

I do recommend however that on a newly installed deck you wait at least three (3) months before staining it. On an older deck it should be thoroughly cleaned, a power washer makes this job easier, but if you don't have one, just use a hose and an old push-broom to scrub it down. In both cases be sure to allow the deck to dry completely.

For best results it is advisable to lightly sand, wipe with a tack-cloth and prime unfinished wood before using a top coat. This does not apply if you are staining.

Can you use enamel over latex?

Do you mean oil based enamel, or alkyd enamel? It can, but you will have to prime it with a barrier coat of compatible primer for the new paint to stick to it. I would not recommend it though. If the latex paint has been around for a long time, you have a better chance of having your new paint last. Is this inside or outside? Is it exposed to temperature extremes? The latex paint will be able to expand and contract more than the oil based enamel. If you can imagine putting paint on a latex glove, letting it dry, then putting the glove on (stretching it) then you will have a good idea (although much more extreme) of what you are asking the paint to do. If you really must put an oil based enamel on top of latex. Use a good oil based enamel like Kilz or Zinnzer Bullseye before you paint it. After you put the barrier coat on, you will have a limited time to get the other paint on....check the directions.
