You need to treat it because of the chlorine in the water, to much will kill the fish! Keo depends on the amount of water with chlorine you mix with water that has no chlorine. also sunlight takes chlorine out of water so outdoor ponds don't need it Yes, always treat. You can leave out tap water for the chlorine to evaporate out however, chlorine is not the only additve in tap water that is deadly to fish. Chloramine is just as deadly and does not evaporate.

It is advisable to do so. The conditioner you use depends on the type of water you put in the tank, ask you local pet shop for details. Fish can survive without the conditioner but it increases the chance they will die or have poor health if you do not, as they do not live well naturally in tap water.

As a general rule, no you "need" one, but usually you should or might need one if you want healthy fish. They not only clean but help prevent stagnation and delay algae etc.

An under gravel w/ bubble tube and an external filter together is best, but either one will work too. Given a choice of only one I'd choose under gravel because the bubble tube aerates well and keeps the gravel clean of visible debris among other things. Usually an external filter is just a bonus filter, especially when a tank has too many fish in it.

The less/smaller fish per gallon means less filtration req'd. For example a ten gallon tank with one 3" low maintenance goldfish would rarely need cleaning without a filter, but the same tank with a well fed 8" Oscar would need cleaning weekly. The filter of course extends this time and in cases like the large Oscar in a small tank, it will likely suffocate like that without bubbles like a ground filter provides.

actually your wrong there, you have to change a goldfish tank alot more frequently then you think i would know because i had many of them the past four years!
