Maybe. Contact your local DMV and ask. I am assuming of course that this is your car :) Many times a new title is printed when the new owners go to get the paperwork done for new license and registration, so it may not be in fact "needed".
However if you have it and you sell the car it would be best to sign the back to indicate the car has been sold and is no longer yours. This way if there is an accident before new title is issued, you are not involved!
