If you are a US citizen, then you will need a passport to travel to Costa Rica or any foreign country.
The only exceptions for foreign travel -- and these apply only until the Summer 2008 -- are Canada, Mexico and the islands in the Caribbean if you are traveling by sea or land. US citizens need a passport to travel to any foreign country by airplane.
You do not need a Visa to travel to Costa Rica.
