Yes, especially for a big name movie like Harry Potter. If an agent tells you they want you in a movie before they will sign you, you will need to get yourself into commercials and IFC movies to become known and build your acting resume. Good luck!
~Answer~ It helps but you dont need it. Evanna Lynch got the role of Luna Lovegood without one. You mostly only need talent and look like the character.

No, you don't need an agent to be in the harry potter movie but considering how many people audition for every part it would probably give you a better chance of getting the role or making the people consider you a bit more. On the other hand Evanna Lynch didn't have an agent so if you don't have one it dosen't mean you're not going to get the part.
