It depends on what kind of tile and what kind of adhesive it is. Adhesives(like latex) can react with portland cement products like (thin set),that cause gassing that in time will break the bond on the tile. there are mastic products that don't react with latex.

It would be better to remove the old tile, then put your new tile in it's place. If you tile over the old there is a chance it could come off and your new tile with it. All the internet websites carry it and it looks great, it would stick right over the old tile, this could get you by until your ready to remove the old tile.
