Turning the key to only the on position, the pump will only run for a couple of seconds to prime the system. Turning the key on and starting the engine, the pump will run and keep running as long as the engine is running.

you would need a tool which is called a pressure tester, if you see a leak from the water pump during the test then your water pump is bad and need to be replaced a.s.a.p

From what I know about most cars the wisdom is the water pump and the rear seals. But, at least the water pump as it only will cost you about another $90-$110 if you do it with the belts and much more if you have to do it later if you only need to change the water pump. It's all about the labor and tearing it apart. This is the wisdom that I have heard.
i suggest not replacing the pump, but installing an inline pump. you only need about 7 psi of pressure. so a $40 pump form an auto parts store will do the trick. you only need a few hoses, and some electrical wiring and your done. a 20 min job at the most.
It does not have an Inertia switch, Only for used them. You will need to remove the fuel pump relay or fuel pump fuse to shut the fuel pump off.
