It is not necessary to use the full form an before any word beginning with an h, unless the h is silent, as in "hour." However, and especially in Britain, it is often used when the stress accent of the word is not on the first syllable. For example, we will say "a history," but we may say "an historical novel."

It is a topic of on-going and sometimes rabid debate whether it is a or an before a word beginning in h. Which is correct depends on which side of the argument you sit. Personally, I have never met anyone who uses anything but a in speech.
