Do you tell someone if they have a personality disorder?

A diagnosis is one way of formulate a problem, so that it can be studied, understood and maybe solved. The problem is not the whole person and so - to tell that someone have a personality disorder is to focus on a part of that person. Think about the purpose - what am I trying to accomplish with telling?
