I don't live in Georgia, but since nobody has answered I will give my two cents for what it's worth. I have BCBS of Massachusetts, and their policy is they will cover births (including home births) that is attended by a CNM (Certified NURSE Midwife) as long as she is under the supervision of a Obstetrician. The ironic thing about that: In Massachusetts, the midwifery/home birth is under a lot of fire, and there is no such thing as an obstetrician that will supervise a birth outside of a hospital. So in reality, BCBSMA does not cover midwives. However, despite this policy, I know many cases of people who have submitted a claim for having a midwife (a non-nurse midwife at that, which is double unlikely!), and have gotten reimbursements. A lot of times they are denied the first time, but if they keep resubmitting, they eventually receive a check in the mail, which suggests that somewhere along the lines there is an employee making a mistake.
