Does Canada have a meritocracy?

Canada doesn't have a meritocratic system of education. Most of the top officers in Government agencies and corporate organizations are from the Baby-Boomers generation and have somewhat much less education credentials than the new generations. They were at the right place, at the right time (1970s-80s). It is very frustrating for the overeducated and underemployed new generations and immigrants to Canada.

The only way to change this overly conservative system would be to begin a reengineering process in those organizations and get rid of the incompetent senior managers. Canada would then begin to be more competitive on the global scene.
