No, it does not. Cuba has 14 provinces and one special municipality.
Special Municipality: Isla de la Juventud
Provinces: Pinar del Rio, La Habana, Ciudad da la Habana, Matanzas, Cienfuegos, Villa Clara, Sancti Spiritus, Ciego de Avila, Camaguey, Las Tunas, Granma, Holguin, Santiago de Cuba & Guantanamo.
(Note - the provinces are in turn divided into municipalities.)
