That situation has not happened in any episode. In several episodes they've played a 'couple' for the purposes of investigation. So far, they are coworkers that care a lot about each other but it has not turned into romance. If, perchance, a romance is written into an episode, you can be sure that they are getting desperate for ratings.

That is the fictional story line. Elliot is no longer a part of the SVU team. Had the ratings for the show dropped too low, it wouldn't surprise me at all if they changed the relationship into a romantic one to boost their ratings. That could still happen if a contract can be agreed to by Christopher Meloni and the production company, and the ratings need rescuing. Such is the reality of romances in the TV world.
