HIV, Human Immunodeficiency Virus, attacks the white blood cells in the human body so that the body cannot protect itself from viruses and bacteria. AIDS, Acquired Immune Deficiency Syndrome, occurs when HIV causes the white blood cell count to drop below a certain level.

Unfortunately, yes, HIV always turns into AIDS.
