This is taken directly from the Medicare and You 2009 book: Emergency ground transportation when you need to be transported to a hospital or skilled nursing facility for medically-necessary services, and transportation in any other vehicle could endanger your health. Medicare will pay for transportation in an airplane or helicopter if you require immediate and rapid ambulance transportation that ground transportation can't provide. You can see the entire book here: http://www.medicare.gov/Publications/Pubs/pdf/10050.pdf

Can i submit a bill nys Medicaid for medicare hmo deductible?

You cannot bill Medicaid for your HMO deductibles. However, if you are medicaid eligible, you don't need a Medicare HMO - Medicaid should be paying your Medicare co-payments, deductibles, and any other covered expenses that Medicare doesn't pay. If you are on Medicaid spend-down, your HMO deductible is a medical expense that can be applied to spend-down.

Do you have to keep your healthplan if you are on Medicare and Medicaid?

Unless one anticipates becoming ineligible for Medicaid, there is no good reason for a person who has both Medicare A & B and Medicaid to keep a private insurance plan. However, if you choose to do so, please do the taxpayers a favor and let your medical providers and your Medicaid caseworker know about the private plan, so that Medicaid will be billed only after the bill is "adjudicated" by Medicare and/or the private plan.
