To rent a vehicle in Norway you will be required to show a valid driver's license. Depending on your country of origin you may also have to show other forms of identification such as Passport, International Drivers License, Visa....etc. An International Driver's License may work, but it is always a good idea to bring your home driver's license and passport.
Here are some general rules:
To rent a car, you must be at least 19 years old (age may vary by car category) and have held your license for at least 1 year. Drivers under the age of 25 may incur a young driver surcharge. Seatbelts are mandatory and children under 4 years of age must sit in a safety seat. The legal blood alcohol limit in Norway is .05.

Cars rented in Norway are not allowed into the following countries: Albania, Bosnia, Belarus, Bulgaria, Czech Republic, Croatia, Estonia, Greece, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Russia, Slovakia, Slovenia, Turkey, Ukraine and Yugoslavia.
