You need to contact the Contractors State License Board. Their address is PO Box 26000, Sacramento, CA 95826.
They only accept applications by mail. You must mail the completed form along with the $300 application fee.

Before you can get the license there are the necessary examinations. You will need to demonstrate that you have at least 4 years of verifiable experience.

Once the paperwork is filed (along with the application fee) the agency will start to process this and will notify you when the examination will take place. They typically notify you 3 weeks in advance.
