No. A Cathode Ray Tube (CRT) is a sealed glass tube that is evacuted during manufacture to insure that a vacumn exists inside. So no fumes can be emitted by one.

If some of the high voltage is arcing you may smell ozone, but a CRT is sealed and essentially a vacuum. On the other hand, if other components are failing they can certainly smell bad.
