Long answer: alcohol has a boiling point of 78,4 degrees Celsius. However, even below the boiling point, liquids are already evaporating. The closer it gets to its boiling point, the quicker it evaporates (e.g. steam).
Since this boiling point is lower than water (at 100 C), the alcohol will not only evaporate, but will also tend to do so more quickly than the water in the beer. Leave a beer open for a few days and you will notice it tastes flat. This is not just because the CO2 (fizz) has left it, but is also because a good bit of the alcohol is already out of it. This is even more extreme in the case of liquors - if you leave a whiskey out for a few days and taste it, it will taste rather bland, and almost unrecognizable.
Generally speaking the alcohol will evaporate faster if the mixture is made of mostly alcohol (e.g. strong spirits and the 70-90% isopropanol you get from a pharmacy or drug store) compared to a mixture that has lower concentrations of alcohol (e.g. beer or low-alcohol beverages). However, you can speed up the evaporation process if you add heat to the equation (this is why certain dishes will call for wine, beer, or any other form of liquor and have it flame during the cooking process is because the fact that alcohol WILL burn off and imbue a characteristic taste without making people intoxicated while enjoying their meal).

Actually you shouldn't add water at all apparently. The best way to liquefy the powdered colours is to use gin or vodka, the alchohol will evaporate as the icing sets.

Alcohol has a boiling point of 173 degrees Fahrenheit. That does not mean simply heating a specific amount of vodka to that temperature will cause all the alcohol to evaporate instantly as you are also heating the water and other miscibles in the Vodka. But keeping the heat between this temp (but less than 212) for long enough should eventually "cook off" all the alcohol. As Vodka is about 40% alcohol, by volume, once all the alcohol is gone you should have about 60% of the original volume remaining when the mixture has returned to room temperature.
