I don't know how you would meet people through VOIP, but instead, try looking for Japanese speakers through MSN Messenger or Paltalk, Spleak, IRC, etc.
Then you can ask (i'm assuming you want to practice the Japanese language) if you can speak via audio. Make sure you mention the reason you want to speak to them (if its to practice tell them that) or they may get scared away. Just try to think what you would do if someone you don't know tries to speak to you on a aural level over the internet.
