If the welding is performed in air, yes.

The electrical arc will shatter oxygen molecules, some of which will make ozone.

Additionally, the radiation produced by the arc, everything from soft X-rays through UV-C, will also break apart oxygen and nitrogen molecules making ozone and NO_x. The UV-C and UV-B radiation is why welders wear leather coverings... not enough ozone is produced to protect.
