Does arc welding make ozone?

If the welding is performed in air, yes.

The electrical arc will shatter oxygen molecules, some of which will make ozone.

Additionally, the radiation produced by the arc, everything from soft X-rays through UV-C, will also break apart oxygen and nitrogen molecules making ozone and NOx. The UV-C and UV-B radiation is why welders wear leather coverings... not enough ozone is produced to protect.
