Whether or not baked goods with sweetened condensed milk needs to be refrigerated depends on what else in the dish. A cookie like baked good would not need refrigeration. A custard type dish would.

It is better to keep it cool, but it does not have to be refrigerated if it was brought to a boil. The cooking and sugar stabilizes it. However it does not have a real long shelf life but usually people eat it quickly.
