it will burn it would probably burn at first and melt the ice and water does not encourage burning so the coal stops burning

-crushing the coal into small chunks and washing out the sulfur dioxide. -burn the coal, reducing the NOx. this is called 'staged combustion'. -using a 'fluidized bed boiler', realising the sulfur dioxide, then the limestone captures the sulfur and changes it into calcium sulfate. hope this helps...its just a rough draft of how clean coal tech can be done though.
