Not in the US. Failure to pay debts is a civil issue, not a criminal issue. This can change if you owe the IRS a large amount of money and fail to pay however. Ask Mr. Snipes. Interestingly enough, there was a recent court case in which a person was slapped with contempt charges for telling the judge that they couldn't afford to pay the court ordered payments. They were sent to jail on the contempt charges, but a higher court overturned the ruling as illegal.
