Does dialer 17h originate from AVG?

I don't think it originates from AVG, as this was the program I used to rid my computer of this particular dialer, (though lord knows where I picked it up from).

I would reccomend, if you can't get the computer to download the new update file(s), to download them using another copy of AVG on another computer, then transfer the correct files across on Pen Drive, or by some other form of removable media
