In the strict definition, yes; but for benefit status, not necessarily. Only those who are discharged under honorable, medical, or certain administrative discharges are considered veterans in the eyes of the VA. Bad Conduct or Dishonorably discharged service members lose their veteran status in the government's eyes, though status can be reviewed on an individual basis.
