No. Simply using the word black to describe something that is without light, is not racist.

Without light bulbs, we would still be using gas or oil lamps. Without those lamps, we would be in darkness for half the day.
To get green you mix yellow and blue. To get a darker shade you add black. To get a lighter tint you add White. That's if you are talking about mixing paint using primary colours+ black and White. If you are talking about mixing lights then red+green+blue are the three primaries which make up White light. I don' know if that helps you much
without using any radioactive materials , you can use tonic water in a jello recipe that will make it glow under black light that all i know :/
