No lightning is not matter.Lightning is energy and energy has no mass or volume and does not take up space. More things that arent matter are rainbows, color, ideas, plasma,anything that is a solid liquid or gas and more
it is a matter which is known as plasma and plasma is a hot ionized gases formed under extremely high temperatures.

Practically, no, you would never be able to build a big enough capacitor to hold the charge. There is just too much energy in a lightning bolt to harness with today's technology. although there are those that believe this fulminology machine actually exists and at this moment in time is being withheld due the enormity of its consequences?
