People will have wildly varying opinions on this, but the correct answer is YES.
This should be done carefully, as prolonged exposure to bleach solutions can and will cause minor chemical burns.
That being said, household bleach is already extremely dilute. From my personal experience, I'd suggest no more than a 50/50 mix household bleach/water.
When you soak them, you'll feel some tingling, and eventually a slight burning sensation. Make sure you get all the areas between the toes thoroughly exposed.
In the past I've typically soaked them for about 10 minutes, and I haven't found anything yet that this won't clear up.
Some will say this doesn't kill the fungus - this is completely incorrect. The fungus cannot survive exposure to a strong base like bleach.
Others will tell you that you should never expose your skin to a chemical like bleach. While I agree in general, an adequately diluted solution of bleach poses absolutely no danger to you.
I would not ever recommend this treatment method for small children due to the possibility of slight chemical burns.

it has worked for me in the past, i still follow good hygiene and change my socks/ try no to wear shoes as much as possible. But yeah a foot bleach bath has always been my first remedy when dealing with athletes foot. It dose sting a bit, but the longer you keep them in the better it works. It also makes your feet not smell which you can't say for most of these other 'home-remedies'. Garlic for instance im sure it somehow works ive read alot about it but my feet smell bad anyways i don't need to add garlic to the mix. hope this helps..
