Sometimes the remote just won't respond, and I have to turn the POWER on at the tv set. Then I often spin them, tap the remote LIGHTLY on my desk, and voila they do last a little longer.

Another tip that frequently works for me is rotating them from their original position. I know it sounds weird, but it has worked numerous times before I've had to eventually replace the batteries in my tv remote.

Will the batteries being dead in the remote keep the green light from coming on in your digital tv converter box?

If the batteries in a remote are dead, the only result is that the remote control won't work. It won't in any way affect the operation of the device that it controls. If the converter box is in standby, then the remote won't turn it on if it has dead batteries. If the converter is on, then it should keep operating as you would expect it to if the remote control isn't being used.
