(in the US) Leaving aside the fact that the law prohibits the CIA from conducting domestic spying operations against US citizens, a realistic answer is that no one would probably ever know.

If the question refers to on-going combat operation in the Middle East where drones are used for surveillance and strikes against enemy targets and personnel, it is probably a good bet that the CIA is involved in some capacity to a greater or lesser extent.
