For "Yes" read "No". What costs are the charges for downloading the files, NOT iPlayer. How much you spend on that is up to you. It's not the BBC charging you, but your ISP.

Yes! Your household needs to have a TV licence for you to legally watch BBC iPlayer, which costs £157.50 per year. If you already have one for watching TV, using iPlayer is "free". If you don't have a TV, you need to buy a licence before iPlayer.
