No - The Bible does not frown on adoption at all. God treats all those who truly follow His Son Jesus Christ just as if they were His very own children and the siblings of Christ.

The one proviso for successful adoption is that love must be there from both sides, preferably simultaneously. You cannot command someone to love someone else - it just doesn't work. However, that has not stopped human governments forcibly reuniting children who fled their parents because of their abusive treatment back with their abusers again, but then only God can really see the heart.
