Generally, no. Each Indian Nation is a sovereign entity and agencies of the Federal Government have no more particualar power over them than they do over "regular" US citizens. However, if the BLM does have jurisdiction over certain areas within the Hopi Reservation (usually set forth in treaties) then they DO exercise authority over THOSE areas.
