Yes. The Bill of Rights protects the rights of the People of the United States from being violated by the federal government or anyone in particular. the 10th amendment in particular limits the power of the federal government to only that which is enumerated in the constitution. If it is not stated in the constitution as a power of the Federal Government then it is reserved as a power of the States or of the people.
