No. Umbilical cords are clamped closed and then cut a few inches from the "navel" attachment point. Over several days, the clamped cord drys up and then falls off. Where or how the "knot is tied" has no impact on the shape of the scar left behind that we call a navel or "belly button". Body size, growth during this period and later, and good ol' genetics does the rest.
