Yes it does tend to move backwards and forwards a little. However you must keep in mind that when the penis becomes erect the fore skins natural position tends to be mostly behind the glans as the size of the penis enlarges the foreskin doesn't, causing the glans to move out from under the fore skin, somewhat like a lipstick being pushed out of its container.

this is a matter of opinion really which depends upon how you feel with it rolled back or forward, personally i say it is more hygienic to roll it back and although it is not necessary i believe this is a better way

During sex, yeas, she can, though penetration will render the act unnecessary. It is also a part of basic hygiene to do so and gently wash the exposed area, and should be taught to children when it becomes evident that their foreskin can be easily retracted. It should be noted that it is harmful to do so to young infants & children, as doing so can cause pain and infection, since the foreskin is initially fused to the glans, like a fingernail, as a means of protecting the penis from infection.
