Not that I'm aware of. When I got my Verizon Motorola Droid, there wasn't a Skype app. The only online app besides Google apps I saw was Facebook. But I suppose you could buy it from the App store, since I was able to download the MSN messenger app for free.
Here's a tip for using the app store for Droid phones. If there's an app that seems like something you'd use a lot but want to try things out first before buying, you can simply search for that app in the store, adding the word "free" after the app name in the search box. There's a high chance there's a free, ad-supported version of the application you're looking into. It's essentially a full working version you can try out for free on your Droid phone.
Find and download a music downloader app then, while in the app, search a free music site and download them from there. The app should have instructions on how to download anyways
