The Gasconade runs to the Missouri River which happens to be north of the Gasconade headwaters. Most rivers in central Missouri run south to the Mississippi. So the answer is yes and no.
I presume you mean '...flow backwards at certain times of the year/month/day?' Where they join the sea, most rivers flow backwards to a small extent when the tide is coming in, so that's twice a day....
