No, it does not. The Church teaches that abortion is intrinsically evil, so the law does not enter into the equation in that sense. It would be akin to the legalization of parricide (the murder of one's father). No matter what the law says on the matter, it is in and of itself an evil action and so not licit for a Catholic.
