Not neccessarily. The number plates indicate the year that the car was first 'Registered'. The car could have been actually made several months, or up to a year earlier, if it has been held in storage, without being sold.
The only way to check when the car was actually made, is to check the VIN (vehicle Identification Number) and compare with the manufacturers database, or other knowledge database (enthusiasts. etc)
The year of registration is used as a guide to when the car would have been 'New', as they are generally registered as soon as possible, for the road.
