No the parent is not bound to carry the medical insurance for an adult child unless they want to put them on the policy and if the insurance company even allows that. Most do if they are full time students. If you choose to do this, have the 18 yr. old kick in the difference for putting them on the policy and any copays when they visit the doctor. Where else could a 18yr. college student get that kind of privilege, no where else. Get it in writing, too from all parties..That is called covering your butt.
