The Secret Service is part, (essentially a branch of Law\Defense) of the US Government. Like all parts of the Government, it is supported by taxes and doesn't pay them, (although of course the employees of it, do). And to do so would be circular anyway, as well as, it doesn't really have any revenues, so it would always be having a loss and wouldn't owe taxes if it was a private industry.
By the way...lots of things don't pay taxes...State Governments, Charities, Churches, Not for Profit, Community Organizations, etc.
