I'm expecting a package today so I think they do
No UPS does not deliver during snow storms.
They leave a note on your door! -SOMEtimes they will leave your package with a neighbor
the full load efficiency is more than 91%. it switches to green mode when it does a 97 % I have no idea what the answer above means. If you are talking about a 120 Volt system it would be 41.67 Amps. How long the UPS can deliver the current with no supply voltage would also be a question and should be part of the rating of the UPS in Ampere hours or Milliampere hours.
I assume you are referring to man-made snow delivery? A lot depends on where you live. There are companies like Ice Now (Phoenix, AZ area and Las Vegas, NV) that deliver ice but also have machines to make snow. It is sold by the weight and ground/blown on site. The snow is blown onto the grass or made into hills to "sled", sometimes folks want it on their house as decoration. Mostly, it's just for playing in. Find a local company by searching for "snow delivery" and call for pricing. They will help you plan how much you will need. Then just invite friends over with coats and mittens (yup, it's cold) and enjoy playing for a day or two.

No. FedEx and UPS will deliver to a residence or a business, but they will not deliver to a vacant lot.

UPS works on some holidays, but not all. They do not deliver on Christmas for example. However, they do deliver on Veteran's day, and Columbus day.
