With solar eclipses there is less radiation than when the sun is full. The danger comes from the tendency of people to stare at the sun for prolonged periods of time. That is very bad for your eyes. NEVER look at the sun directly through binoculars or a telescope. Your vision will vanish without your feeling anything--without warning you will be blind.

You must have very special solar filters for viewing the sun through a telescope.

Sometimes it is, sometimes not. When it is, it it called a "total eclipse". There are a few different kinds of solar eclipse. Because the moon regularly changes distance from the earth, the size of its apparent image, how much of the sky is blocked by it, changes too. When an eclipse happens at the time that the moon is farthest out, it will not cover the entire face of the sun, even if the alignment is perfect. A ring of the sun will remain, and this is called an annular eclipse. Sometimes there is a beautiful effect that makes the eclipse resemble a diamond ring. If the mountains and hills of the moon are at the right position, the sun can appear totally eclipsed except for where it peaks through the mountain valleys. There are other technical terms for various kinds of eclipse.

Sure it does. It will emit UV radiation as long as it is active. The solar eclipse will only forbid UV radiation to reach parts of the earth that are fully covered by the shadow of the moon.
