Inches are a measure of length, and gallons is a measure of volume.

However, volume can be measured in units of length cubed (because, for instance, the volume of a cube is the length of each side cubed).

The are 231 cubic inches (or in3) per gallon.

It depends on how deep the water is over the area it covers. 1 gallon = 231 cubic inches. If the water is 1 inch deep, it can cover an area of 231 square inches. If it's 231 inches deep, it can only cover an area of 1 square inch.

Inch is a unit of length, gallon is a unit of volume. You don't convert one to the other. Cubic inches perhaps, but not inches.
