once you have the item, magikarps will come in cerulean city gym 1 and vermillion city. i have only played that far.

I went to Mount Moon Pt. 2 and put a strong pokemon in the first spot on the left and Magikarp on the right (and filled in the lower spots with pokemon) and kept doing that until it reached level 15 and learned tackle and switched the attack and when Magikarp reached level 20 it evolved into Gyrados.
