For the most part, crappy paper - it's just mashed up and watered down and then pressed dry like regular paper. Quality goes down each time the paper is re-processed, whereas the environmental damage done by paper recycling plants increases (due to chemical usage, etc). Recycling paper is stupid - it causes far more environmental damage than you might imagine.

Paper is made from trees grown specifically for paper pulp - soft pine and other 'junk' trees that grow quickly and are easily replaced. We don't make paper out of stately elms or majestic redwoods.
