You need three wires and ground between switches and a pair for supply and one for load. Google 3-way switch wiring for a diagram.
Yes you can hook up as many as seems fit to turn on and off fixtures from many locations. Just keep in mind the three way switches have to start and finish the combinations to keep the circuitry legal. No switching neutrals There are other systems that switch the neutral wire which in North America is against electrical code rules.

If all you want to do is repair/replace the window switches then this is very simple. You will notice at the bottom of the small panel the switches are in there is a notch. Take a screw driver and use the notch to pop the panel off. Be careful not to pull to hard you may pull apart wires or damage them. Be gentle and lift it up enough so you can see if there is a wire that is not connected. If so, there is your problem if no connections are broken then just get your replacement switches and hook up the wires and there you go.

Well lets eliminate the switches for now. Get some extra long wire and hook motor up directly to battery just to see if you can get motor to work. make sure you use positive to positive and negative to negative or ground on motor. If this makes motor work you may want to check switches or possibly a non grounding situation.

If you're really lucky, you'll just have no power going to the light. You could very easily short out across the circuit breaker. Dimmers are not intended to be used in series, which would be the only way to hook them up in place of 3-way switches. This does not apply if you can find 3-way dimmer switches. They are expensive and fairly uncommon, but there are a few out there. It's always best to have any electrical work performed by a licensed, bonded electrician.
